As recently as August and September, there are USA dealer websites stating that MY2019 will have the powertrain updates:

These dealers join others who posted earlier about the powertrain updates, and have not revised these pages:

If these dealers are correct, I will be pleasantly surprised, since I was expecting the forked model (new skin, old powertrain) that Australia got (follow the confusion in this thread: http://www.myoutlanderphev.com/forum/viewtopic.php?f=9&t=3755). But what if we get the forked version?

What do you think is likely to happen - will USA MY2019 get the powertrain updates, and if not, is this simply poor communication between Mitsubishi and its dealers, especially with MY2019 due to arrive this month or next?

The USA will not get the bulk of the updates for 2019. This is just dealers not knowing what they're talking about, which is not uncommon in my experience. You'd think they would really do their homework and become fanatical about the products that they sell, but that is very rarely the case. I don't remember the last time I spoke with anyone at a dealer that knew more about the vehicles they sell than I did. That's probably because it's never happened.
