I think you are in luck, it looks like the AM KNBR station is also broadcast in HDFM at 107.7-2, so you should be able to listen to it in much higher quality in the PHEV than your old ICE car :) http://www.knbr.com/listen-live/

Yes you can, I use such a phone dedicated for Watchdog since currently you can't record Watchdog trips while using Android Auto on the same phone. You can still record location data in Watchdog with such a phone provided you have the GPS enabled (no cell service is required).

Apparently MMNA has issued a June 2018 firmware update to dealers for the 2018 Outlander PHEV that resolves the phone call volume limitation and also fixes an issue with the system sometimes not logging charging cost estimates correctly. You can visit your dealer to get the update installed.
