Problem switching off Front and rear fog lights

There was a topic on here a few years ago, with regards to this - but inconclusive.
Problem switching off Front and rear fog lights:

Just purchased a 2016 5HS and you can switch on the front and rear fogs as per manual by rotating the dial once and then a second time for the rear.
However you can't switch then off. If you follow the instruction to turn the dial the other way to switch off. Lights remain on, both on the dash display and physical on.

Only way to switch off, is to switch headlamps off, which of course means driving illegal for a few seconds with no lights on!

Is this a design fault or a physical fault on the specific car (the stalk switch)?
