It's not done without a reason, it's done like that to mimic the creep of a traditional auto vehicle. As above ACC controls the B level and defaults back to D (B2) when cancelled. Normal CC (activated by holding down the CC button) can have the B level selected.

1 & 2 are correct. To drive off again you will need to press the brake pedal and select D again, just as you would any other automatic transmission.
