Is there some way to simply keep the armrest USB socket powered all the time? My old Ford Escape (actually a re-badged Mazda Tribute) had a clever provision in the fuse box where you could move one fuse to change the cigarette lighter between always on and switched with the accessories, but I can't see anything like that in the Outlander's fusebox or User Manual.
 
if you're going to do that, i would do it via a battery guard, e.g. https://smile.amazon.co.uk/gp/product/B004AUJ002/ so that you don't risk flattening the rather small 12V battery as it causes all sorts of hassle.
 
I imagine that there are space constraints, but can't say for sure. When I had the floor trim up to fit my towbar wiring I should have taken more notice. I have also fitted a USB and accessory socket panel to the battery via a battery guard for use when camping.
