I came across this info and thought it would be useful to post on the Outlander PHEV Forum:

Amsterdam has 2 levels of subsidies based on the electric range of the vehicle. For electric vehicles that can travel more than 60km on electricity, there is a € 5000 rebate.

For vehicles, like the Outlander PHEV, with less than the 60km electric range, it is a € 1250 subsidy.
 
Those subsidies are not for the whole of the country, but simply for Amsterdam. On the application form, you have to show that you drive a lot around the city and surrounding areas in order to qualify for the rebates.

No one (meaning other Netherlands residents on the Outlander PHEV Forum) seems to know for sure if this applies to leased Outlanders or just purchased vehicles.
