Well EV and PHEV-s in general are not really at their best in the cold weather(EV especially) but there is really not much to worry about with the Mitsubishi Outlander PHEV because you can chenge your drive mode to engine only if the weather is too cold.

And also if Mitsubishi is using the newest technologies available in the EV industry then it wouldn't be a problem at all, given that you are not driving in full-electric mode).

I think a good mode of calculating is 1/10 of the gasoline price because the price of oil and electricity is often analogue.

but you are best of calculating for yourself because the price varies in each country and sometimes even region...

The cost to charge will not be dramatically different between hot and cold weather, but the range that you'll get out of a charge will be significantly less in the cold. It's a 10kWh battery (or, at least, it uses 10kWh capacity out of a larger battery) and the charger is quite efficient, so it's going to draw around ten units of electricity at whatever price you are paying per unit.
