On gov.uk there are many articles on green number plates, but they do not specify the types of vehicles that can carry them, only "zero emission vehicles".

I take that to mean that PHEVs and HEVs are not eligible.
 
Plus there's no sign of an implementation date. The headlines in June said 'in the autumn', but HMG currently has a poor record of getting anything done properly or on time. Don't hold your breath...
