Based on my observations driving around with a $2 digital voltmeter plugged in to the cigarette lighter socket, the voltage never drops below 13.6, and nor should it, that is the float voltage the auxiliary battery calls for.

They will be able to tell you what the car's BMU (Battery management unit) sees as the battery's SOH. That may not correspond exactly to the actual SOH, determination of which would require the procedure they describe . But yes, they are fobbing you off, ask for the SOH from the BMU or get it...

I received the ODB2 adapter and got PHEV Watchdog going. 91.7% SOH with 892 km on the clock. Maybe the battery was left completely flat for a year and a half?

Was this from a prominent Brisbane "bayside" mitsubishi dealership? Did you end up buying the car? I ended up getting the '19 MY20 ES ADAS with 10km on the clock. Build date July '19 with the 2.4L /13.8 kwh battery.
I haven't got the PHEV Watchdog set up yet as I'm still waiting...
