Today I went to a place "off road", a distant farm with my family in the Phev. Arrived with no soc and as usual looking for an outlet. I found one witten 220v, plug in and go for lunch. I did not look inside or the app to see If the charging was ok, since the led on the box was on. After lunch I went to my car and was making that noise that comes right before charging, but not charging. When I saw the energy meter on the control box,I realize that the outlet as providing only 180v and oscilating. I unplugged logicaly, but hope that it didnt damage the battery or the charger. I guess buying a voltimeter to see the condition os these ordinaries outlets is a good thing to do..

Very unlikely anything was harmed. The noise you hear is relays closing. 180V was apparently not enough to operate them properly.
