Maybe I'm being more obtuse than usual but it looks as if he / she unlocked / locked the car to get that affect.

This effect is from the digital camera, my dash cam shows LED DRL lights flash, but to the eye it's steady.

Noticed some brake lights also appear to strobe/flash when viewing playback of my dash-cam.
