phev (old model) spotted in California

I happen to be getting a quickcharger at the Mits HQ in California today and saw 2 phev units.
They both got distributor license plates, so probably demo models.
But hadn't seem them yet here in the USA.

Sorry if this is old news etc.
I now drive a rav4ev and this is one of the cars I would be interested in at the end of my lease.
Hence my enthousiasm

Those are the 2013 model, so they can hardly be demos. I seem to recall that some government agency in California had a couple of cars to test. Probably these.
