Yes - that is the law in many countries, reason it is fitted to the PHEV as well.

We also have the EU trying to reduce ambient noise levels as they claim that noise has a bad effect on health, depression etc. Several EU countries are leading this action amongst them the Netherlands (no offence).
So on the one hand they want noise to alert people and on the other they want to restrict it to prevent annoyance. One such example is the reversing beeper on lorries. This is required under construction and use but another part of the EU is now saying they are causing annoyance and should not be so load.

As I have mentioned before - motor vehicle traffic is quieter than the equivalent horse drawn numbers

Maybe they should introduce a nice 'clip clop' sound to warn of approaching Outlanders.

That could be quite relaxing!
