Came with my car and dealer said it was too do with the towbar but I don't think it is...

Hmm...

It really does look like a removable tow bar key though.

Are you sure you don't have something like this under the car?

The tongue and ball could be stowed somewhere in the car, and just a rubber cap over the square hole at the moment.

Ooops it really does look like a bike lock key, kryptonite locks in fact.

They make all kinds of cable locks, hasp locks etc.

Have a good rummage in the car, and check to see if you have anything vaguely lockish anywhere...

Used by a previous owner to padlock a charge cable when using public chargers? I have a long hasp version and thread the cable loop through the alloy and lock it to stop anyone "borrowing" it.
 
There is a bike carrier mount on the tow bar so a bike lock seems most likely. I guess that is still with the original owner!
