Parking ticket waiting for a charge point to free up

Saw a Zoe in Glasgow with a parking ticket on its windscreen. It was parked in a charging bay but presumably was waiting for or had previously completed a charge. No sign of a cable in place, Is that common?

Or a traffic warden ignorant of the nature of the car... Pretty stupid not to hook up a charging cable, just in case, though....
