110v or not 110v?

Will a PHEV accept 110v rather than 240v as a charging voltage? I know it'll take longer, but will it charge at the lower voltage? Thanks

The ecu of the OnBoardCharger has separate readings for number of 200 v charges and number of 100 v charges. This suggests ...
 
My Phev comes with a charger that only works in 220v. But I bought a chager at http://charge-amps.com/, that charges at 110v also. Is not fast but useful. Now I can charge anywhere..
 
That does not make sense completely. The Charge-Amps cable is a Mode 3 charge cable and not a charger. It does not replace the charger in the PHEV but feeds power to it. So, if it works with the Charge-Amps cable the charger of the PHEV is not the problem.
