I'm not from the UK, but the article says the Outlander PHEV beats the London Congestion Charge minimum and doesn't have to pay it.

Has the limit been lowered, or is it still to be lowered? I remember reading somewhere that the VW Golf TDI wouldn't meet the new minimum anymore.
